CRYPTO CASINOS IN PAKISTAN
2026
Read the legal section before anything else: gambling is illegal in Pakistan under the Prevention of Gambling Act 1977 and the 2026 Virtual Assets Act regulates the coin, not the casino. This page keeps those two facts apart, explains PVARA, PECA and State Bank monitoring, describes the PKR-to-USDT route players use, and lists which offshore sites accept Pakistani sign-ups, without pretending any of them is lawful here.
All gambling, online included, is prohibited under the Prevention of Gambling Act 1977 and provincial equivalents; it is also treated as haram. The Virtual Assets Act 2026 created PVARA to license exchanges and custodians and the State Bank lifted its 2018 banking ban for licensed firms. Crypto is now regulated; crypto gambling is still illegal. PTA blocks betting domains and hosting gambling sites is prosecuted under PECA.
Deposit figures are Tanzanite’s global totals for each casino (Tanzanite has no country split), 30 days to 26 Oct 2026, with change against the previous 30 days. They are not deposits from Pakistan. Casinos Tanzanite does not track are listed after the tracked ones, unranked.
Every site in this table is unlicensed in Pakistan and unlawful to gamble at from Pakistan. Order reflects Tanzanite’s global deposit volume for each casino (30 days to 26 Oct 2026; Tanzanite has no country split, so these are not Pakistani deposits); casinos Tanzanite does not track follow, unranked. Bitstarz has been removed: its terms name Pakistan as a restricted country. Claim buttons are affiliate links. Reviewed by Alex Mercer.
THE 1977 ACT: A WAGER IS A WAGER WHATEVER THE COIN
The Prevention of Gambling Act 1977, reinforced by provincial gaming laws in Punjab, Sindh, Khyber Pakhtunkhwa and Balochistan, prohibits gambling outright. Pakistan is an Islamic republic and gambling is treated as haram, so the statute and religious principle point the same way, and neither has softened. The Act was drafted for physical gaming houses but is understood to cover online play; there is no licensing route under which a Pakistani-facing online casino or sportsbook could operate, and no legal real-money gambling of any kind for residents. Crucially, the law is indifferent to currency: staking rupees, dollars or Bitcoin is the same prohibited conduct. Using crypto changes the payment rail, not the offence.
Demand exists anyway, driven overwhelmingly by cricket, from the PSL to international tours and the ICC calendar. It is met almost entirely by offshore books and casinos reached through VPNs, which is precisely the tension this page describes. We are not advising anyone to gamble from Pakistan; we are explaining how the market behaves and what the law says about it.
THE VIRTUAL ASSETS ACT 2026: REGULATING THE COIN, NOT THE CASINO
In 2026 Parliament passed the Virtual Assets Act, creating the Pakistan Virtual Assets Regulatory Authority (PVARA), an autonomous body that licenses and supervises exchanges, wallet providers, custodians and token issuers, with minimum capital rules and a Shariah Advisory Committee. The State Bank of Pakistan lifted the 2018 circular that had barred banks from serving crypto businesses, and PVARA has issued no-objection certificates to global exchanges including Binance and HTX. Operating an unlicensed virtual-asset service provider now carries fines of up to PKR 50 million and up to five years in prison.
This is real progress for crypto as an asset and the source of most of the confusion online. The Act does not amend, repeal or weaken the 1977 Act. Nothing in it licenses or contemplates casino gambling. PVARA licenses exchanges; it does not license casinos. So the two statements to keep apart are: crypto is regulated in Pakistan (now true) and crypto gambling is legal in Pakistan (still false). If anything, the new framework has sharpened enforcement: it is being used against underground betting rings that moved from rupee flows to USDT to dodge bank filters, because supervised VASPs give authorities visibility over exactly those stablecoin flows.
PECA, PTA AND STATE BANK MONITORING: HOW ENFORCEMENT ACTUALLY RUNS
- Prevention of Electronic Crimes Act (PECA): hosting or running gambling apps and sites is prosecuted as a cybercrime, with heavier penalties than the 1977 Act's gaming-house offences.
- Pakistan Telecommunication Authority (PTA): blocks gambling and betting domains at network level, so most offshore sites do not load on a Pakistani connection. Getting round the block with a VPN or alternative DNS does nothing about the offence and breaches the terms of any operator that restricts Pakistan; we do not give workaround advice.
- State Bank of Pakistan: uses AI-driven monitoring to flag outgoing transfers to betting operators such as Bet365 and 1xBet, and banks are required to block direct gambling transfers, which is why players moved to crypto in the first place.
Individual recreational players have rarely been the first target, but every hop in the chain now passes a supervised institution. Holding crypto is not criminalised, but it is not legal tender either, and a lawful USDT balance becomes funds applied to illegal gambling the moment it is wagered.
TAX AND AML: NO WINNINGS REGIME, REAL CASH-OUT SCRUTINY
Pakistan has no tax regime for gambling winnings because there is no lawful gambling income to declare against; offshore casinos deduct nothing and report nothing to the Federal Board of Revenue. That is a consequence of illegality, not a benefit. The practical exposure is anti-money-laundering at the point crypto meets the rupee: PVARA-licensed exchanges must run KYC and AML checks, banks report suspicious flows, and the State Bank's monitoring specifically targets betting-linked transfers. Large or patterned crypto-to-PKR conversions can draw questions even where no tax is owed. How future capital-gains treatment of crypto will apply is not yet settled in detail. Keep your own records; our crypto gambling tax calculator models the numbers generally.
WHICH SITES ACCEPT SIGN-UPS FROM PAKISTAN?
Acceptance here means only that neither our review nor the casino's published terms names Pakistan as restricted. It is not authorisation; none of these operators is licensed in Pakistan and all are unlawful to gamble at from Pakistan.
- Bitstarz is excluded. We read its terms directly and Pakistan is on its restricted-country list alongside the Netherlands and Portugal. If you see it recommended for Pakistan elsewhere, that recommendation is wrong.
- Stake: the deepest cricket book of the group (PSL, tours, T20 leagues, in-play), provably fair originals, TRC-20 USDT credited in minutes; blocked markets per our review are the US, UK, France and the Netherlands.
- Roobet: browser-only, light enough for modest Android hardware, Level 1 verification now required; restricts the US, UK, Australia and the Netherlands (terms cl. 3.5, read 22 Oct 2026).
- BC.Game: 150+ coins with an in-house swap so a P2P trade that landed in TRX still funds play; flags in Australia and the Netherlands only.
- Cloudbet: cricket priced seriously (match odds, innings runs, session lines) at limits above the crypto-book norm, operating since 2013.
- Lucky Block, Jack.com (ex-Jackbit), Shuffle: no stated Pakistan restriction (latest read 22 October 2026). Shuffle's review flags a low third-party safety score over withdrawal holds.
- mBit: not available in Pakistan under mBit’s terms (clause 2.4; checked Oct 2026).
Most of these operators’ terms also exclude players in any jurisdiction where online gambling is illegal, which includes Pakistan.
PKR TO USDT: THE P2P ROUTE AND ITS RISKS
There is still no regulated Pakistani exchange with direct rupee funding for retail, so crypto is mostly bought peer-to-peer: a seller on a platform such as Binance P2P is paid by JazzCash, Easypaisa or a Raast/IBFT bank transfer while the platform escrows the USDT. This section describes that market and its risks; it is not a recommendation to gamble, which is an offence under the 1977 Act.
- Every hop is supervised. PVARA-licensed exchanges run KYC and AML checks, and the State Bank’s monitoring watches crypto-to-PKR flows; trades linked to gambling can be flagged whatever their size.
- Network fees. USDT on TRC-20 costs roughly a dollar and credits in one to two minutes; Bitcoin takes 10 to 30 minutes; Ethereum gas makes small transfers expensive.
- Network mismatch. Sending on a different network from the one shown on the receiving address is the classic way funds are lost outright.
- The cash-out leg is where AML scrutiny sits. Selling USDT back to rupees lands money in JazzCash, Easypaisa or bank accounts that report suspicious flows.
EDITORIAL NOTES: WHAT EACH LISTED SITE IS KNOWN FOR
These notes describe the listed operators; gambling at any of them from Pakistan remains an offence under the 1977 Act.
- Cricket depth: Stake, then Cloudbet for higher limits and session markets.
- Browser-based mobile play: Roobet (KYC from Level 1, at deposit).
- Altcoin P2P proceeds: BC.Game (swap on site).
- Widest coin support: Jack.com (ex-Jackbit); LBLOCK token rewards: Lucky Block; rakeback ladder: Shuffle.
Stake, Roobet, BC.Game, Shuffle and Cloudbet run provably fair originals (Crash, Dice, Mines, Plinko or similar) whose results you can recompute from the revealed server seed, your client seed and the nonce using our free verifier. That is a fairness safeguard only; a verifiable game played from Pakistan is still illegal gambling under Pakistani law. Bonus rollover of 25x to 35x is the fair band; offers are tracked on the bonus page.
